A Breach of Impunity is an account of one of the most consequential trials in recent history and one which has lasting implications for the establishment of human rights in El Salvador. It is an account of the trial of the nine member s of the El Salvadoran military accused of the assassination of six Jesuits priests, their cook, and her 15-year-old daughter at the Central American University in San Salvador, November 16, 1989. Although the Jesuits are not the first religious victims of the Salvadoran Civil War, which has claimed the lives of 75,000, the assassinations have touched off world-wide concern over the issue of the government’s response to military terrorism.

The International Commission of Jurists sent its Legal Officer for Latin America, Dr. Alejandro Artucio, as an observer to the trial held in San Salvador concerning the assassination of six Jesuit priests, the cook at their residence, and her daughter. The savage murders had occurred November 16, 1989 in the residence of the Jesuits, located on the campus of the Central American University 'Jose Simeon Canas, ' and was accompanied by serious damages to the premises, highly destructive weapons have been used in the attack. Two years later, in September 1991, the public phase of the trial was conducted, which our observer attended.The report which we are now publishing goes beyond an analysis of the trial. It provides an overview of the country and describes the political and social context in which the assassinations occurred and in which the trial was held.

About the Author:

The International Commission of Jurists (ICJ) was founded in 1952 in Berlin in the wake of the Nuremberg Trials and the Universal Declaration of Human Rights. Eminent jurists from 42 countries met to establish a non-governmental organization based on the conviction that justice and the law are
two indispensable pillars of democracy. The Rule of Law in a free society was their objective and they undertook to build bridges between East and West and South and North in order to promote the legal protection of human rights throughout the world. The International Commission of Jurists is a
non-profit organization. Its headquarters are in Geneva. The modest office of approximately 15 people, through the direction of its Secretary-General carries on a worldwide program of activities in the field of human rights.
