This volume is the second in a series presenting articles that stem from a regional symposium on public assistance. It contains good background information covering the growth of federal programs and the perceived and real problems associated with them. One article is from the perspective of the consumer. Two others look at traditional and historical differences to explain statutory ones. It would have been interesting to see this expanded to include more states. Much of the policy review focuses on current legislation, rendering the book quickly obsolete, but it is a good review of the subject. For larger specialized collections.
