About the Author:

Rita J. Simon is University Professor of Public Affairs and Law at The American University and has served as editor of both Justice Quarterly and American Sociological Review.

James J. Fyfe is professor of criminal justice and senior public policy research fellow at Temple University and Editor of Justice Quarterly.
