Though largely hidden beneath the large and visible institutions that so obviously influence people's opportunities and daily lives, this subterranean informal order is important for many reasons. Along with the nuclear family, which is at its core, it has the responsibility for 'socialisation' - for imbuing infants with the values, rules and customs of their culture. It forms an essential set of 'mediating structures' which 'stand between the individual in his private sphere and the large institutions of the public sphere' (Berger, 1977). It accounts for most of the sociable human contact which people apparently need and enjoy. And it is a major source of support and practical help. Because of this last function in particular (though not only because of that) informal social relationships are relevant to policy. In a period when there is likely to be growing pressure on public spending, it makes sense to understand more clearly the help and support that people give each other informally. To do so should help in the formulation of policy, since there is - and is likely to be under any future British government whatever its political complexion - increasing emphasis on the contribution of the informal sector and on the ways in which it could be strengthened by statutory support. The main aim of this report is, therefore, to examine patterns of personal relationships in present-day Britain, with a particular eye to their relevance for policy. The central policy interest is in the contribution of informal care, but policies for housing and town planning, among others, also have a bearing on companionship and informal care because of their capacity to sustain or weaken existing social patterns and encourage or discourage the development of new ones.
