The publication of the 1939 White Paper marked a radical change in British Policy towards Palestine and evisaged an independent Palestine with an Arabmajority. Largely an effort to secure Arab support against Germany, its only practical effect was to restrict Jewish immigration at a crucial momentwhen the Nazi persecution was at its height.
