About the Author:

David Greenberg is Professor Emeritus of Economics at the University of Maryland, Baltimore County (UMBC). His research focuses on the evaluation of government programs targeted at the low-income population, especially in public assistance, employment, and training. He is the coauthor of Social Experimentation and Public Policymaking (Urban Institute Press, 2003), and is currently working with his coauthors on the third edition of his widely used textbook on cost-benefit analysis (Prentice Hall).

Mark Shroder is an economist with the Office of Policy Development and Research at the U.S. Department of Housing and Urban Development. At HUD he has contributed to the design and evaluation of the Moving to Opportunity for Fair Housing and Welfare to Work Housing Voucher experiments and other major research programs.
