A thorough study of how the rights of minority Hungarians in neighboring states were protected by international law between the world wars. The creation of new states on the ashes of the Austrian-Hungarian Empire was supposed to be based on self-determination, but diplomatic and practical considerations meant that nearly a third of ethnic Hungarians lived under the rule of other people. The treaty of Trianon, and statements by the leading allied governments, sought to make the settlement acceptable by guaranteeing minority rights.
