About the Author:

J. Barry Cullingworth was Unidel Professor of Urban Affairs and Public Policy and senior research associate in the Center for Energy and Urban Policy Research, University of Delaware. He authored several important books on urban planning and public policy, including Town and Country Planning in Britain.
