9780891952787: Liberty's Best Hope: American Leadership for the 21st Century

Liberty's Best Hope challenges America to reclaim its role as a global leader and purveyor of freedom. Dr. Holmes examines not only threats we face throughout the world, but the ideological battles being waged on the home front — and he offers practical solutions for policymakers. He surveys the perspectives, ambitions and behavior of our allies and our enemies and who truly belongs in each camp — and outlines a concrete plan for America s next president to strengthen and reshape our role abroad. President Reagan, he notes, understood that America s emergence as a world leader for freedom, peace and democracy presents us with a moral imperative to act — not react. Only by asserting America s leadership on the global stage, Dr. Holmes argues in Liberty s Best Hope, can freedom hope to live on.

About the Author:

Kim R. Holmes is Vice President of Foreign and Defense Policy Studies at The Heritage Foundation as well as Director of its Kathryn and Shelby Cullom Davis Institute for International Studies. He served in these positions from 1992-2005, leaving for several years to serve in the Bush Administration as Assistant Secretary of State for International Organization Affairs. During that tenure, he had responsibility for coordinating U.S. participation in the United Nations and 46 other international organizations. His office led the State Department's effort to establish the U.N. mandates for the transition of Iraq to democracy and sovereignty. It also led the government's initiative to pass the U.N. Security Council's first-ever nonproliferation resolution. Other accomplishments include a first-ever mandate requiring the U.N. Office of Internal Oversight Services to release its reports to member states; mobilizing the outcry over Libya's assuming the chair of the Commission on Human Rights, which culminated in that body's total refashioning; a democracy caucus; and the establishment of the U.N. Democracy Fund. Dr. Holmes is one of Washington's foremost foreign policy experts. He is widely published, and many of his recommendations have become U.S. policy. His works include Defending the American Homeland; Defending America: A Near- and Long-Term Plan to Deploy Missile Defenses; the internationally acclaimed Index of Economic Freedom, published annually with The Wall Street Journal; and Restoring American Leadership: A U.S. Foreign and Defense Policy Blueprint. His scholarly articles have appeared in such journals as National Interest, Journal Aspenia (Italy), Harvard University's International Security, and Columbia University's Journal of International Affairs. Holmes is a member of the Council on Foreign Relations and a former member of its Washington Advisory Committee. He has served on the Defense Policy Board (the Secretary of Defense s primary source for expert outside advice) and the Board of Directors of the Center for International Private Enterprise. He also has been a public member of the U.S. delegation to the Organization for Security and Cooperation in Europe. Kim Holmes earned his Ph.D. and Master's degrees in history from Georgetown University and a Bachelor's degree in history from the University of Central Florida in Orlando. He also has served as a research fellow for the Institute for European History in Germany and as an Adjunct Professor of European security and intellectual history at Georgetown University.

Review:

In this fascinating book, Kim Holmes reasserts anew the case for American leadership in the 21st century. But he asks the telling question, ''What kind of leadership should that be?'' In answer, Dr. Holmes offers an insightful, and on some occasions an uncomfortable, analysis of American foreign policy, and he provides a sharp and informed blueprint to guide future decision-makers. --Baroness Margaret Thatcher, former Prime Minister of Great Britain

A must read for everyone who wants a world secure, prosperous, and free. There is no alternative to an America engaged in the world. Without America's leadership, no orderly international system can be sustained. Kim Holmes has made an elegant and brilliant tour de force to remind us of the place freedom deserves in the world and the necessary role of the U.S. to advance its cause globally. --José María Aznar, former President of Spain and founder, FAES

Dr. Holmes' exposé of the international scene spans the globe and also provides an analysis of relevant domestic issues. He argues for the restoration of American leadership by presenting a provocative choice we either choose to remain a free people by accepting this responsibility or we choose to relinquish freedom. His solutions are based on the principles of conservatism that guided the Reagan presidency, and he convincingly describes why a transformation in national security affairs is required for America to safeguard her liberty and lead the world to a more peaceful future in the 21st century. --Newt Gingrich, former Speaker of the House and author of Real Change: From the World That Fails to the World That Works
