"This, the First Edition of the PCI Design Handbook, is the culmination of a substantial effort on the part of many individuals and committees within PCI dedicated to the promulgation of knowledge of precast and prestressed concrete. The primary objective of this Handbook is to make it easier for architects and engineers to use prestressed and precast concrete. It is intended to be a working took, assisting the designer in achieving optimum solutions in minimum time. The Handbook is primarily for use in the design and construction of buildings and is based on the ACI Building Code (ACI 318-71). Although this Handbook will become a valuable aid to all designers, it is not intended to replace, but rather to supplement the many manuals and other technical data currently distributed by precast and prestressed concrete manufacturers. It is strongly recommended that all users of the Handbook contact local manufacturers in the vicinity of their project in the initial design stages to determine availability of sections shown in the Handbook, optimum concrete strengths, strand type and placement, and other pertinent information. This local information, together with the valuable new material in this Handbook, should enable the designer to greatly improve and shorten his procedures for designing prestressed and precase concrete. Extreme care has been taken to have all data and information in the PCI Design Handbook as accurate as possible. However, as PCI does not actually prepare engineering plans, it cannot accept responsibility for any errors or oversights in the use of the Handbook material or in the preparation of engineering plans. While every effort has been made to prepare this publication as the national standard for the industry, it is possible that, due to differences of opinion, there may be some conflicts between the material herein and local practices. It is expected that future editions of this Handbook will resolve and......." [from preface to first edition]
