Fort Lauderdale - The city has given up trying to rid the streets of a curious traffic hazard: hot dog vendors wearing thong bathing suits. After realizing that the vendors were distracting drivers, police arrested a woman vendor in August of 1993 for being a traffic hazard. But an assistant city attorney recently decided not to prosecute her. "My conclusion is that the only known legally defensible regulation allows the exposure of the buttocks and requires only that the gentitalia and breasts be covered," Assistant City Attorney Lindsey A. Payne wrote. The decision has reined in police officers, who thought such displays of flesh were illegal. "That sent a message to our police officers that this really was not worthy of their time," said Sonya Friedman, police spokeswoman. The hot dog vendors wearing tiny thong suits looked naked from a block away and not much different on closer inspection. Watching them has caused quite a few drivers to forget the basics of automobile safety. Gawkers have drifted through red lights, roamed across traffic lanes and become mindless of the cars in front of them. Friedman said she saw it happen last week near Broward Boulevard and Federal Highway, one of the busiest intersections in the county. "He stopped right in the middle of the intersection," Friedman said. "His mouth was wide open, like he couldn't believe what he was seeing. Since September of 1993, there have been two rear-end collisions at that intersection in which drivers were distracted by a hot dog vendor. One of the accidents involved a pregnant woman who says she gave birth two months premature as a result of the collision. In the other one, the rear-ended car was totaled. In both cases, the police reports said drivers were distracted by a nearby vendor. In both cases, the drivers were men, who received traffic tickets. Federal Highway in Fort Lauderdale is a popular spot for the near-naked vendors, but it's not the only one. One woman sells hot dogs on Sunrise Boulevard, near the Fort Lauderdale Collection car dealership, and vendors have flocked to a spot on West Copans Road in Margate. It's not just a Broward problem, either. Two years ago, Palm Beach County also tried to prove that thong-clad hot dog vendors were traffic hazards, but a traffic study showed there was no link between traffic snarls and the women. Nevertheless, county commissioners in January 1992 passed an ordinance requiring vendors to wear wider thongs after complaints from residents that the women were a religious and moral affront and should be forced to cover up. Responding to a lawsuit filed by a hot dog vendor, a state court later ruled that the law was unconstitutionally vague. The vendor, Gloria Gonzalez, sued the county again last week, seeking reimbursement for wages she lost while the law was on the books. The general reaction from venders is that they don't cause accidents, drivers do.From the Contributor:
