Even the state s trunk lines (Central Vermont, Rutland, and St. Johnsbury & Lake Champlain) were little more than small regionals. It is likely that Roy Campbell s visit to Vermont and Maine in August 1939 to see his two passions, steam railroading and sailaing, afflicted him with the bug, leading him to add Vermont photos to his collection.
