Unpaid and insufficiently paid letters for the United Kingdom are forwarded, and charged 8d. per half-ounce. The same rule holds good for letters from the United Kingdom. The mails per French steamer for Demerara, etc., will be closed on the 22nd, and those for Martinique, France, etc., on the 6th and 10th, at 5 p.m. Should the steamer, however, not arrive on the day she is due, the mails will be made up on the following day at 5 p.m., and on each succeeding day during her non-arrival at 5 p.m. if her departure take place after 5 p.m. or before 8 a.m. Should the time of her departure be fixed for any time between 8 a.m. and 5 p.m., the mails will be closed two hours before such time. The time of closing the mails per steamer to Bolivar, La Guayra, etc., is made public by notice at the doors of the Post Office. 9. General Observations. It is recommended that all letters, etc., in hot climates, should be fastened by gum or wafers, sealing-wax being found to be detrimental, and sometimes causing much inconvenience by the melting of the wax, and the consequent adhesion of other letters. No information can be given at the Post Office concerning any letter to any person except the one to whom it is addressed, and no letter can be returned to the writer, or sender, as every letter must be delivered to the person to whom it is addressed, and to him alone.
