While these projects were under consideration of Government, the Justices on the 6th December 1840, called upon their Civil Engineer, Captain J. T. Smith, of the Madras Engineer Corps, to report on the correspondence which had previously passed about the main drain. In February of the following year a most exhaustive report was submitted, in which a system of drainage was discussed, and a remedy suggested, for the particular evil under consideration which is as follows:--6th.--Captain Smith, after describing the main sewer as presenting "a large surface of a shallow mass of vegetable and animal fluids, which operated upon by the sun, goes through all the stages of fermentation and corruption, producing at the same time vapours and exhalations most disgusting, and no doubt deliterious to the health of the inhabitants," pointed out the circumstances which led to this result, and recommended, as a palliative measure, " the straightening and arching over of the northern section of the main sewer, which, though not sufficient to operate an entire removal of the nuisance, would, in itself, afford relief." He also recommended "experiments as to the feasibility of admitting the seawater into the main sewer by means of the head of the tunnel (at the north-east angle of the Port) and of the expeuse thereof." 7 th.--On the 5th May 1841, Capt.
