Excerpt: ...all payments to be made as by this Act directed, shall I drawn for by warrant under the hand of the Administrator d the Government of this Island, in Council, and such collectoj shall, for his services, be paid seven and one half per centum on all moneys so received, and paid over by him as aforesaidf VII.
