The conservation of the water and storage dams in the canyon sections of the Colorado would go a long way toward helping to solve the flood problem. The necessity of flood control is apparent when we realize that from Austin to the Gulf the Colorado River often floods the streets of Columbus and rushes out across the farmlands in and around and through Bay City. The long raft at Bay City is an Engineering problem of vital interest to the rice growers and to the citizens of Matagorda County. The storm waters of the Colorado River are valuable as controlled and conserved; but without control they constitute a menace to life and property. In other words with control they are an asset of great value; without control they constitute liability of great dangers. Value of flood waters with conservation for power purposes, $24,000,000; for irrigation, $7,000,000. I place no definite value to the protecting value of conservation either for life or property, but it is well known that this factor is of immense value and will become greater in the future. I have resided in the territory contiguous to these streams, the Brazos and Colorado Rivers, all my life.
