"The Vulture is a victim of circumstances; but he allowed those circumstances to make him into a cruel, bitter man. Sometimes the man he was shows through, but more often his pettiness and greed guide his actions. He's also a great visual, and his fights with Spider-Man take the web-slinger out of his element -- plus, as an old man, he highlights Spider-Man's youth and inexperience, which will be especially true in Homecoming with its teenage Spider-Man. The Vulture has actually had quite a few stories outlining his personality and origins:

Amazing Spider-Man #224 shows the human side of the Vulture for the first time as he recuperates in an old age home.
Amazing Spider-Man #240-241 depicts the Vulture's history of betrayal and vengeance.
Spectacular Spider-Man #186-188 shows the Vulture dealing with his impending death, as he attempts to settle all his scores.
Friendly Neighborhood Spider-Man #14-16 is the first, and only, story to depict Toomes' youth, and how he was shaped by his older brother's worldview.

"Vulture is sadly underestimated, but ironically, that's kind of the point, at least in later developments. Toomes has a chip on his shoulder because not only was he wronged, but people assume he's just a frail old man. Love the Stern story where Nathan Lubensky unwittingly inspires Toomes back into villainy by encouraging him not to give up on life. There's something beautiful and profoundly sad about him.
