The pub licist is, in a measure, a man of action, exercising an' influence which, if not always immediately ob vions, is nevertheless often decisive,and Mr. Reid's career brought him into very close and effective contact with the subjects here treated. More than once he stepped down into the arena itself. The ideas on government embodied in many of these pages were developed not only in the study, but amongst other practical leaders, fighting for po litical ideals which were of value, in his opinion, solely as they found expression in just laws and the betterment of American life.
