Sec. 2. It shall be the duty of said Commissioner to prepare the information aforesaid by January 1, 1874 and he is hereby authorized to contract for the publi cation of three thousand copies in pamphlet form upon such reasonable terms as he may deem just and right provided, that the total expense for publishing and distributing them shall not exceed three hundred dollars.
