Nothing is more vital at the present time to the success of the Act than that it should be widely and thoroughly understood. Whether it be due to misconception or to misrepresentation or to the inherent difficulties of the subject, there is no doubt that a tangle of false conceptions has grown up about the National Insurance Scheme. If the tree that has been planted is to grow strong and bear good fruit this tangle must be cleared away.
