But fince neither of theic Opinions thp' they may ferve to perplex People (the main defign of broaching them) can in the leait make out any Man's right to civil Power, they are forced at lafi to own that the People have a Right to appoint what form of Govern ment, and what Perfons they think fit to Manage their civil Affairs under that Form, and that no Man till he is (0 Appointed, has any more Right than'another; yet notwithfianding this; they fay, That thole who are To Appointed, derive their Power immediately from God.
If God gives Power only to them whom the Com; munity appoint to Govern, and no greater Power than they defigned them, this is in effect agreeing With their Adverfaries who contend that the natural State of Man kind is a State of Equality or Freedom from civil Sub. Jettion, and that all Government is built on Conlent.
