The difficulty arises from the con fusion of the public mind, which has been de?ected from the main issue by many extraneous considerations. If the essential facts can be put together in an easily comprehensible form, a real service will be rendered. In order to do this, the law governing the construction and operation of subways in New York ought first to be understood. Upon the Public Service Commission, and upon it alone, rests the duty of laying out and determining routes and of awarding contracts for con struction. After this the Board of Estimate and Apportionment is charged with the duty of approving said contracts and of appropriating the meces sary money to carry them into effect.
