Excerpt from Third Annual Report of the Trade Promotion Coordinating Committee 1995: Hearing Before the Subcommittee on International Finance of the Committee on Banking, Housing, and Urban Affairs, United States Senate; One Hundred Fourth Congress; October 12, 1995
I'm going to submit my full statement to be included in the record as if read in its entirety.
I want to commend Senator Bond for his leadership in this area. You are to be both commended, for the most part, and prodded on the second half as it relates to what can we do.
Given the report that you have presented to us today, some of those materials should be kept as you have decided, in a classified manner.
It is an outrage that foreign countries participate in activities that border on illegality and, in some cases, condone illegal con duct. They actively participate in it. Certainly they are aware of it and do nothing and, in many cases, encourage it.
The fact that a hundred contracts have been lost in the past sev eral years due to these types of activities that are undertaken by foreign competitors and countries is absolutely unconscionable.

This book is the third annual report of the Trade Promotion Coordinating Committee (TPCC), and it reviews the initiatives of the US government from 1994 - 1995 to promote exports and support American jobs. Themes of the report include US advocacy efforts to help US businesses compete fairly in the global marketplace, and the need for allocating government resources to support continuing strong export performance. Of particular note are the ways the US government has been combating foreign governments' questionable practices to gain market share in the past 8 years, including illegal activities like bribery. The report reveals the extent of foreign unfair trade practices and their impact on American businesses, and suggests that the private sector will continue to be disadvantaged if the US government does not act to address these issues. The report provides an in-depth analysis of the complex ways unfair trading practices impact global trade and also provides compelling data and real-world examples that serve as a call to action.
