Finally, the French government was to undertake to recall its troops as soon as hostilities ceased. It was difficult to obtain this protocol from the Conference, for the entry of French troops into Belgium caused an indescribable feeling in the English cabinet. Lord Palmerston even went so far as to accuse France of having a secret understanding with Holland. "This is a nice performance of the King of the Netherlands," he wrote to Lord Granville. "I cannot imagine who has set him on; we rather suspect France.... If you remember, Talleyrand proposed to me some time ago to excite the Dutch to break the armistice, in order to raise an outcry against them, then overrun Belgium with troops and arrange everything to our own satisfaction. The king particularly wishes to know from you, and he begs me to ask you at once and privately, what you think should be done in order to put an end to this by a definite arrangement, which would no longer leave peace or war an uncertainty, and would allow us to withdraw our troops from Belgium as soon as possible. This is what my brother wishes, but of course it must be done in such a way as not to compromise our interests, or those of the King of the Belgians, and the independence of that country.
