In 2002, the United States was still suffering the aftereffects of 9/11 and the loss of American lives. President Bush was doing all he could to get revenge on the terrorists that caused the tragic event, but Osama Bin Laden was no closer to being caught. There had to be dire consequences. About the Author:

Carlos Betancourt has written on financial matters for several financial journals and has been quoted by Business Week, the Associated Press, and the Wall Street Journal. He served thirteen years as a naval aviator in the US Navy and currently lives with his wife in New York City. Betancourt has two adult children, who both live abroad.
