About the Author:

As a Maine State Senator for the past seven years, he has researched, written, and sponsored over 50 proposed pertaining to sex offenders to be considered by the Maine Legislature. Many of these proposals have become law. From 2004-2008 he was the Senate Chair of the Criminal Justice and Public Safety Committee in the legislature and he conducted hundreds of public hearings relating to sexual predators, sexual assault victims and the system that prosecutes, incarcerates, and monitors their whereabouts. He spent many years studying and becoming familiar with the behind-the-scenes operations of law enforcement agencies as they worked to rescue children being sexually abused. He also served as Maine's Secretary of State for eight years and a total of 18 years as a state Representative and state Senator. He worked directly with six Maine Governors along with district attorneys, trial lawyers, advocacy groups, members of the judiciary, and regarding sex offender statutes. His other professions included 20 years as a teacher, principal and superintendent of public schools during which time he witnessed the vulnerability of children and the need to protect them. He has been a small business owner for over 30 years having been recognized as a leader in the business community several times.
