Jim Cigler, better known as TJ to family and friends, was born in Portsmouth, VA. He received his undergraduate degree in electrical engineering from Old Dominion University in Norfolk, VA and went on to receive a Master's degree in Technical Management from Johns Hopkins University in Baltimore, MD. He worked for the Federal government for thirty-two years and spent an additional ten years in the private sector. He started as a working level engineer and quickly rose to management at various levels, including that of a Chief Operating Officer. He is now retired and spends his liesure time at various interests, including mentoring his three children and grandchildren, fishing on the Outer Banks of North Carolina and enjoying time with his wife of forty-two years.
