T.V Pauls book is an attempt to analyse a complicated paradox called Pakistan. In T.V Pauls own words the book attempts to examine role of war and war making in development of nation states. Paul identifies causes of Pakistans peculiar strategic dilemma in (1) Its peculiar strategic position called by Paul as The geostrategic curse (2) Role of Ideas. Role of Ideas as per Paul is sub divided as (1) Pakistan as successor to Muslim empires in India (2) Protection of Muslim interests, primarily Sunni (3) Islamic ideology (4) Assumption that conflict with India is natural (5) India has never accepted partition of 1947 and creation of Pakistan (6) Pakistan being weaker must have an offensive strategy (7) Afanistan must be in Pakistani control or India will attempt to use it against Pakistan. Paul misses following points , viz (1) Pakistan is a largely British creation , created as a result of British policy of Divide and Rule adopted after 1857 .A large part of Pakistani fantasy was created by Pakistans political founders like Jinnah who in his political speeches harped on the theme of Muslim empire in India (2) Pakistan’s creation had a great deal to do with Hindu chauvinism in Punjab which played a decisive and pivotal role in creation of Pakistan in the period 1919-47.The Hindus had reservations about allowing Punjabi Muslims their due share of 55 % in Punjabs legislature . (3) Muslim separatisms basis was desire of Muslim elite to create a position of unfair advantage by eliminating non Muslims by physical partition of India. Pauls book is divided in 8 chapters (1) War and Development (2) The Causes (3) A Turbulent history (4) The garrison state (5) The geostrategic urge (6) Religion and politics (7) Comparing Pakistan (8) The Warrior State today . In first chapter Paul delves on Pakistans attempts to get foreign aid. Paul misses the most crucial point that since Pakistani state lacked the inner political strength to tax internally it resorted to attempts to solicit foreign aid. Since Pakistans political elite was feudal it was not possible to raise taxes by imposing agricultural taxes or increased simple canal water rent. Thus Pakistani elites sort cut in soliciting US aid. Mr Jinnahs bid to solicit US aid was based on a defensive mindset vis a vis India and not on strategic position of Pakistan.Yes Pakistani policy makers cited its strategic position as a reason why Pakistans could be the wests best ally against USSR in West Asia.

About the Author:

Agha H. Amin , Retired Tank corps major who served in five tank regiments and commanded an independent tank squadron and served in various staff , instructional and research assignments. In his Pakistan Army tenure he wrote three original tactical papers on Reconnaissance Troops Tactical handling, Reconnaissance support group , and RFS Concept. His writings were published in Pakistan Armys prime journals , Pakistan Army Journal and Citadel Journal of Command and Staff College Quetta. His recommendations regarding bifurcation of officer corps into command and staff cadre advanced in 1998 were later accepted. In addition his recommendation of grouping various corps into army commands advanced in an article published in Citadel Journal in 1998 were accepted in 2005 or so. Wrote The Essential Clausewitz in 1993, Sepoy Rebellion of 1857-59 in 1998 , Pakistan Army till 1965 in 1999 ,Development of Taliban Factions in Afghanistan and Pakistan (2010) ,Taliban War in Afghanistan (2009). Served as Assistant Editor of Defence Journal ,Executive Editor of globe and Founder Editor of Journal of Afghanistan Studies . An associate of the think tanks ORBAT and Alexandrian Defense group. Carried out various oil and gas and power transmission line surveys in West Asia. Editor in Chief of monthly Intelligence Review and monthly Military and Security Review. Heads the think tank Centre for study of Intelligence Operations established in early 2010.
