The Closing of the Net  provides the backstory to policy initiatives such as the reversal of net neutrality by the FCC, and  the EU's attempt at copyright reform by filtering all content on the big platforms, and 

However, readers may well ask what I mean by the concept of Internet "closure"? What I am discussing in this book is the ongoing political pressure  for the technology companies to restrict content online with increasingly severe mesaures. We used to talk about blocking websites, now we are talking about an upload filter. Whilst the restrictions are intended to get the 'bad' content, they will inevitably also shut out legitimate material and create a chilling effect.

The Closing of the Net discusses the relationship between  States and  corporations, which is becoming increasingly cosy and monopolistic.  The assumption behind my analysis is an academic theory of structural power. Structural power suggests that these corporations exercise their political power through their control of the infrastructure. This control means they can allow or deny access to content, and the ability to deny access, via blocking and filtering, that is greatest source of their power. 

The book builds on the ideas discussed in my two previous books "A Copyright Masquerade" and "The Copyright Enforcement Enigma". It reflects many years of research. It is my  contribution to the global debate about the future of the Internet.

About the Author:

Dr Monica Horten is a Visiting Fellow at London School of Economics andPolitical Science, and serves as an independent expert for the Councilof Europe on freedom of expression and the Internet. She has also served as an independent expert on the Council of Europe's committee ofexperts on cross-border flow of Internet traffic and Internet freedom.

As a writer and policy analyst, she specialises in Internet policies inthe European Union. Her influential blog Iptegrity.com attracts an international readership including academics, lawyers and policy-makers. She has worked on capacity building projects in Eastern and Central Europe. She has spoken at conferences aroundEurope on the topic of Internet and freedom of expression. She wasawarded her PhD from the University of Westminster in 2010. She holds an MA in Communications Policy (with distinction) and a postgraduatediploma in marketing from the Chartered Institute of Marketing. She has written on telecommunications for many years, and freelanced for theDaily Telegraph and the Financial Times.
