Debate started early on in the Confederacy concerning African Soldiers. Most of the White able bodied male population had either volunteered or been conscripted. 40% of the population of the south consisted of African slaves. Jefferson Davis and his cabinet did not seriously consider arming the African slaves until near the end of the war.
