My professional career parallels the development of the National Flood Insurance Program (NFIP). Upon retirement, I have chosen to chronicle my thoughts and experiences with the NFIP and try to ascertain its successes and failures. In this volume I have also developed some concepts of how the Program can be made more successful through a closer integration of its basic precepts with emerging technological developments in the field of emergency disaster amelioration.
