Synopsis

PALESTINE IS COMING (1990) begins by showing that the ancient Israelites never really possessed "the land of the Philistines," who were their arch rival. Then the author provides some history of the Israeli-Palestinian conflict. He claims this seemingly intractable problem can only be solved by a two-state solution, which is fair since Jews have their state. He explains why the tradional proposal of a Palestinian state in the Gaza Strip and West Bank will not work.
 
Zarley then proposes a different two-state solution, one based on historical precedent as his subtitle infers. Just as Jews argued for a right to their own state by claiming their ancestral land in their 1948 Proclamation of Independence, the author says Palestinians should do likewise about "the land of the Philistines," a people from whom they derive their name. That is, do a land swap and a transfer of peoples by allowing Palestinians to have their own state in all of the coastal plain south of Tel Aviv, and let Israel annex all of the West Bank. Such a very expanded Gaza Strip in "the land of the Philistines" would represent a revival of ancient Philistia.
 
Moreover, Zarley claims that this arrangement is predicted in at least ten biblical prophecies, especially Isaiah 11.14, which regard the end times. He says this solution will satisfy religious Jews who rightly claim the West Bank as the heart of Eretz Yisrael. Zarley admits that a transfer of peoples will be more costly; but he argues it will provide better security for both peoples.
