Peter S. Cole brings more than 35 years of experience to the writing of this new resource. A pragmatist, Mr. Cole understands the complexities of how the FAR 15 Rewrite affected the evaluation, negotiation and award process of government contracts and offers us clear guidance and solutions to successfully conduct an effective and efficient procurement.
During his Navy career, Mr. Cole worked as a contracting officer, as a teacher at ALMC, Fort Lee, Virginia, and at headquarters, working on procurement policy. He has written numerous textbooks and presented training programs on cost-plus-award fee contracting, competitive negotiation, implementation of OMB Circular A-76, FAR implementation, and contract management for technical personnel (COTR training). Mr. Cole also wrote How to Evaluate and Negotiate Government Contracts, also published by Management Concepts, Inc.
