In the past decade, the nation experienced an unusually active period in health policy with the enactment of the Affordable Care Act (ACA). Historically, health policymaking has been a slow yet persistent evolution. The ACA, in spite of its magnitude, is an excellent example of the incremental evolution that characterizes policymaking in the United States. This book provides context and background for understanding the development of today s health reform legislation.
In the new edition of this widely used book, Beaufort Longest provides a framework for understanding the formulation, implementation, and modification of health policymaking at both the federal and state levels. Students will learn how policymaking relates to decisions that affect healthcare providers and patients. They will also gain insight into how they can influence the policymaking process. Incorporated in the book are excerpts from congressional testimony, news stories, executive orders, legislation, and other documents related to real-world policy issues.

I wrote this book as a means of providing a framework for understanding the complex process through which health policy is made in the United States for my students in health policy. Over a number of years, the model of the process that is the heart of this book was developed in class interactions with many students. As a result, the model is quite useful as a framework for understanding the process.
The main purpose of the book is to provide a framework for students upon which they can develop an understanding of the public policymaking process, especially as it applies to the development of health policy at the federal and state levels of government. There is much more that can be said about policymaking than is covered in this book. However, the book does provide a comprehensive model that can serve the reader as a very useful framework for getting an overview of the policymaking process.
Important chapters? Actually, because the chapters address particular components of the policymaking process model, each is important in its own way. I think the book's organization around the policymaking process model is an important feature that gives the reader an opportunity to see the overall process, and then gain some depth in each component of the process.
The book has a very specific purpose: to help readers gain an understanding of and an appreciation for the complex process through which health policy is made in the United States. Its impact is through what people who gain this understanding are able to do with the knowledge and information. From the Back Cover:

By focusing on the political process rather than on the outputs of the system, he has kept the book relevant as policies change." --Inquiry "If you are interested in how health policy is fundamentally developed and influenced, this book is well worth adding to your bookshelves." --The Journal of Long-Term Care Administration
