About the Author

Steven W. Hook holds a B.A. degree from the University of Michigan and an M.A. and a Ph.D. from the University of South Carolina. A journalist prior to completing his advanced degrees, Hook is an associate professor at Kent State University. He is the author of National Interest and Foreign Aid and editor of Foreign Aid Toward the Millennium (Lynne Rienner Publishers). His articles have been published in several journals including International Studies Quarterly, World Politics, Asian Survey, and European Security. He has recently served as President of the Foreign Policy Analysis Section of the International Studies Association and President of the International Studies Association-Midwest. John Spanier holds A.B. and M.A. degrees from Harvard and a Ph.D. from Yale. Since joining the faculty of the University of Florida in Gainesville in 1957, Spanier has lectured at the U.S. State Department's Foreign Service Institute, the Naval War College, military service academies, and several universities.
