Carl Skutsch is an adjunct professor of humanities, School of the Visual Arts, New York City.

As the global political situation becomes increasingly complex, it is ever more essential to understand the distinctive interests and groups that are affected by any major decision. Encyclopedia of the World's Minorities makes a timely and important contribution to the information required for an intelligent understanding of the world today.

The preface speaks of the uncertainty about what precisely a minority is but notes that the meaning of the term does not really matter. The work has an A-Z format and is organized into four entry types: topics, nations, groups, and biographies. Seventy-five entries discuss basic concepts or provide background, for example, Apartheid, Imperialism, Model minority, Slavery. There are 173 nation entries, 251 essays concerning minority groups, and 62 biographies, most of them covering people such as Mahatma Gandhi and Rigoberta Menchu, who "have articulated the larger interests of minority peoples."

Overall, this seems to be a well-researched and well-presented reference source. The contributors come from all over the world, and most have academic credentials. Each article is signed and is followed by a bibliography. The set does a fine job of offering coverage to a wide range of ethnic groups, some very small indeed, and in maintaining a nonpolitical, nonjudgmental tone.

One element of the scope of this encyclopedia is worthy of mention. Although most of the nation entries treat countries from the Third World, some cover major industrial nations: the U.K., France, Canada, Germany, etc. France, for example, is discussed in terms of the history of ethnic groups within that country. In a separate article, the French are discussed as minorities in other nations. Just two entries, Chinese Americans and Japanese Americans, deal specifically with U.S. groups. There are no entries for the U.S. as a country or for Americans in other countries.

There is little in the literature to compare with this title. Most other sources in this area cover ethnic groups from more of an anthropological point of view, rather than from the geopolitical one used here. The World Directory of Minorities (Minority Rights, 1997) can be seen as similar but has nowhere near the scope of this encyclopedia.
