Analyzing situations in Lebanon in 1976-1984, Liberia in 1985-1998, Somalia in 1988-1993, Zaire (now the Democratic Republic of the Congo) in 1991-1996, Yugoslavia in 1989-1988, and Haiti in 1991-1996, he attempts to identify times when interested third parties should have engaged in interventions ranging from encouraging dialogue meetings among civil society and political groups, mediated pursuit of negotiations, and condemnation of repressive actions by governments to diplomatic activity to facilitate changes in rulers and the sending of "peace-keeping" forces. About the Author:

I. William Zartman is Jacob Blaustein Professor of International Organization and Conflict Resolution at the School of Advanced International Studies, Johns Hopkins University. His many publications in the field of conflict negotiation and management include Ripe for Resolution, Preventive Negotiation: Avoiding Conflict Escalation, Negotiating an End to Civil War, and The 50 Per Cent Solution. He is recipient of the Lifetime Achievement Award of the International Association for Conflict Management.
