Zartman (international organization and conflict resolution, Johns Hopkins U.) selects six case of state collapse evaluates how missed opportunities for external intervention may have led to substantially improved outcomes. Analyzing situations in Lebanon in 1976-1984, Liberia in 1985-1998, Somalia in 1988-1993, Zaire (now the Democratic Republic of the Congo) in 1991-1996, Yugoslavia in 1989-1988, and Haiti in 1991-1996, he attempts to identify times when interested third parties should have engaged in interventions ranging from encouraging dialogue meetings among civil society and political groups, mediated pursuit of negotiations, and condemnation of repressive actions by governments to diplomatic activity to facilitate changes in rulers and the sending of "peace-keeping" forces. Book Description Lynne Rienner Publishers Inc, United States, 2005. Hardback. Condition: New. Language: English . Brand New Book. What would have happened had the road not taken been the chosen action in past conflict interventions? What can we learn from a close look at alternatives that were not selected? Drawing on six detailed case studies (the Balkans, Haiti, Lebanon, Liberia, Somalia, and Zaire/Congo), I. William Zartman identifies a series of missed opportunities - options that arguably would have provided feasible and better outcomes for the reduction of violent conflict and the prevention of state collapse. Zartman specifies potential solutions within the entire trajectory of each conflict, considering in each instance why the indicated decisions were not taken. The principles and mechanisms that he develops in the course of his analysis have profound implications for the actions of the international community in preventing conflicts from escalating to violence, and for managing violent situations when they do occur.
