About the Author:

Kathryn R.L. Rand is Dean and Floyd B. Sperry Professor of Law at the University of North Dakota School of Law. She is Co-Director of the Institute for the Study of Tribal Gaming Law & Policy. Steven Andrew Light is Associate Vice President and Professor of Political Science & Public Administration at the University of North Dakota. He is Co-Director of the Institute for the Study of Tribal Gaming Law & Policy.
