Scherer (emeritus, John F. Kennedy School of Government, Harvard U.) collects 18 of his articles on various aspects of the patent system, originally written over the course of the past four decades and published in such places as the International Review of Industrial Property and Copyright Law, Vanderbilt Law Review, and Journal of Political Economy. Most of the papers are organized into sections broadly devoted to economic analysis and policy and the use of patent data to measure technological innovations. These papers examine such topics as the economics of human gene patents, economic effects of strengthening pharmaceutical patent protection in Italy, and technology flows matrix estimation, to cite a few examples. Further papers discuss the Office of Technology Assessment and forecast industry concordance as a means of identifying industry technology origins, explore the tail of patented invention value distributions, and examine citation frequency and the value of patented inventions.
