The CIA and the KGB tangle once again in this meandering, fitful interna tional intrigue set against the back ground of SALT talks in Geneva. John Nowak, eight-year veteran with the Is raeli section of the CIA, investigates a suspected leakage of American arms from Israel to Iran, while KGB head General Lifshits and Central Commit tee Secretary Nekrasov plot to escalate the Cold War. Both sides focus on arms broker Thomas Hayter, a cold-hearted, club-footed villain who, wanting money more than anything, plays each against the other. Confusing and disjointed to begin with, Cooper's plot eventually congeals into a somewhat more inter esting mass: an ``inner CIA'' takes con trol, Nowak turns renegade, and a nu clear crisis develops off the coast of Marxist Angola.
