The quest for effective models of local planning and delivery, and community development and engagement, is intensifying across government. Politicians and policy-makers have a major preoccupation to ensure real returns from investment on local initiatives and lasting impact. This report reviews the UK Government's test-bed learning communities initiative, one of a fast-growing group of local initiatives for skills, learning and employment - as a means of improving the local delivery of mainstream services and of reducing the gap between disadvantaged areas and the national average. The report identifies some key factors in making learning communities sustainable, and shows that the experience of such local programmes can help to shape public services and promote public participation.
