Listing the options available to the president in eight critical situations in the 19th century, he conveys the range of public and expert opinion during each period, outlines the decisions actually made, and lays out both the short-and long-term consequences. Purists may call for more detail, but the author makes the outlines of history clear and demonstrates sympathy for all of the interests involved, and not just those of the immediate victors who usually get to write the histories. The writing style is lively and engaging; a couple of well-placed maps and frequent black-and-white photographs add greatly to the text.
