C. V. "Buddy" Martinette, Jr. is the Chief of the Lynchburg Fire and EMS Department in Lynchburg, Virginia, USA. Prior to this position he spent twenty-five years with the Virginia Beach Fire Department leaving as a Battalion Chief and Chief Fire Marshall.
Chief Martinette has a Bachelor of Science in Fire Administration from Hampton University and a Master in Public Administration from Troy State University. In addition, he is a graduate of the National Fire Academy Executive Fire Officer Program. Chief Martinette has received the designation of Chief Fire Officer by the Commission on Chief Fire Officer Designation.
Chief Martinette is an Instructor IV with the State of Virginia Department of Fire Programs, Incident Support Team (IST) Operations Officer, and Task Force Leader for Virginia Task Force II of the Federal Emergency Management Agency's Urban Search and Rescue Program (US&R). His Urban Search and Rescue experience includes the Colonial Heights Wal-Mart Collapse, deployments for hurricanes Floyd and Fran, the Murrah Federal Building Bombing, and the more recent Pentagon collapse.
Chief Martinette is an US&R "Rescue Specialist Instructor" and lectures nationwide on specialized rescue operations to public safety, military, industrial, and law enforcement organizations. Chief Martinette has been active in course development for all areas of technical rescue, and is best known for his course development and delivery in the areas of Trench Rescue, Confined Space Rescue, and Structural Collapse Operations.
