About the Author

Laurence E. Gesell is Professor of Public Policy in the School of Letters and Sciences at Arizona State University and Professor of Transportation in the Interdiciplinary Studies Program at the Graduate College.
Paul Stephen Dempsey is Tomlinson Professor of Global Governance in Air and Space Law and Director of the Institute for Air and Space Law at McGill University.
