Synopsis
Das Verhältnis von Sozialer Arbeit und Demokratie ist zu Beginn des 21. Jahrhunderts neu zu bestimmen. Traditionell wird Soziale Arbeit als Teil der demokratisch verfassten Wohlfahrtsstaaten angesehen, die im zweiten Drittel des 20. Jahrhunderts ihre stärkste Ausprägung erfahren hatten. Mit der Transformation dieser wohlfahrtsstaatlichen Arrangements verändert sich inzwischen auch das Verhältnis von Sozialer Arbeit und Demokratie. In diesem Band werden diese Entwicklungsprozesse in ihrer Widersprüchlichkeit von post-demokratischer Delegitimierung und neuer Demokratisierung für die Soziale Arbeit systematisiert und diskutiert.

Das Verhältnis von Sozialer Arbeit und Demokratie ist historisch, theoretisch und empirisch bislang weitgehend unbestimmt geblieben. Reflexionen zur gesellschaftlichen Verortung der Sozialen Arbeit haben sich bisher vor allem mit der Frage ihrer gesellschaftlichen Funktionen und ihrer Positionierung in den Transformationsprozessen des Wohlfahrtsstaats beschäftigt. Eine Auseinandersetzung um ihre Stellung in der Zivilgesellschaft und in den institutionellen Arrangements demokratischer Gesellschaften hat kaum stattgefunden. Für eine adäquate theoretische wie historische Verortung der Sozialen Arbeit ist die Bedeutung, die Soziale Arbeit für die soziale und politische Partizipation in demokratischen Gesellschaften hat, jedoch eine Schlüsselfrage. Sie bildet den gemeinsamen Fokus der Beiträge des vorliegenden Buches.
