This study takes one public service in Ireland to demonstrate the interrelationships between culture and structure and how it impacts change.

Brian O'Kearney-White was born in Dublin, Ireland and has worked in the Public Service his entire life. He has worked in various different Departments in Dublin City Council and has been involved in rapid change and improvement in the delivery of services to the public.
