The author, who has been Minister of Economy in the Russian government since 1994, expresses his view that Russian reforms and the crisis of the late 1980s and early 1990s were inevitable and depended but little on the country's rulers. He proposes to try giving an accurate estimate of the country's real resources in order to avoid the risk of ruining the gains of democracy and market reforms. According to the author, after the election of May 1996 the President's task will be upholding reforms and accelerating change, no matter how unpopular those changes may prove with certain groups of population.
