Synopsis
企业经营环境的变动、新业态经济的发展、数字化技术的广泛应用、用工市场对灵活用工认知度的提升、政府对灵活就业的扶持、专业人力资源服务市场的发育，都在不断推动灵活用工的发展。但部分企业不规范用工带来的劳动者权益保障和税费流失问题，引发社会各界的广泛关注，当前政府正在逐步强化对灵活用工的规制。 本报告对国内灵活用工的总体发展状况进行全景式描述和深度解析，对灵活用工人员的群体特征进行了勾勒，对不同用工类型的生存土壤、实践形态、用工灵活性、用工合规性、劳动者权益保障、发展趋势等方面进行比较并对国内外灵活用工的规制经验进行梳理。在上年度报告的基础上，本报告对灵活用工市场的发展状况进行了更多维度的测量，对不同灵活用工类型的分析更具针对性，并从现状、国内外经验、政策思路等多个层面对灵活用工的合规和权益保障问题进行了探讨。 课题组期望本报告的出版能有助于社会公众更好地把握灵活用工的发展态势，推进灵活用工市场和人力资源服务业的健康发展，并为政府相关政策的出台提供参考。
