Luiz Otávio Cavalcanti received a BA in law from the Federal University of Pernambuco and Master in Business Administration from Getúlio Vargas Foundation (FGV-RJ). He worked in Brasilia, the Ministry of Planning, from 1972 to 1975, and in Urban Development Council of the Federal Government, from 1981 to 1983.
