This report overviews public purchasing policies in OECD countries and describes attempts to introduce "green" public purchasing policies designed to achieve specified levels of energy efficiency in capital equipment. The report reviews the potential benefits of such green programs and policies, drawing on experiences in selected OECD countries, and reviews links between such policies and the general environmental policy framework, public expenditure management, and the legal framework for public procurement.
